Are not passive stakeholders or audiences but actual primary intended users with a commitment to concrete use of evaluation findings and recommendations. When working with intended users, the evaluator facilitates judgment and decision making. The values and questions of intended users guide the evaluation and in this way evaluation use can be planned for and facilitated with those who have real interest in and responsibility for evaluation use.
