Individual capacity to make effective choices and to effectively translate choices into desired actions and outcomes. The individual's capacity to make effective choices is conditioned by:
  • Ability to make meaningful choices, recognizing the existence of options,
  • Opportunities that exist in the person's formal and informal environment.
Empowerment can either refer to a process or to the outcome of a process. Participation and empowerment are closely linked, the latter makes the former meaningful.[1]
