Combination of methodologies, tools, and skills required to build, strengthen, use and retain capacity. They accept inputs request of knowledge and store them into the knowledge repository. They need mechanism to ensure the security of knowledge and instruments to communicate or share it, like couplings and linkages designed to facilitate its retrieval in response to specific queries, or to transfer expertise from one domain of knowledge to another.
