According to the American Evaluation Association, Guiding Principles are intended to "guide the behavior of evaluators proactively and to inform clients and the public about what to expect from professional evaluation stakeholders".[1] Within a UN context, Guiding Principles as defined by the United Nations Evaluation Group "provide a reference for strengthening professionalizing and improving the quality of evaluationin all entities of the United Nations system. [2]

The American Evaluation Association lists five guiding principles as follows:

  1. Systematic inquiry. Evaluators conduct systematic, data based inquires about whatever is being evaluated.
  2. Competence: Evaluators provide competent performance to stakeholders.
  3. Integrity and honesty: Evaluators ensure the honesty and integrity of the entire evaluation process.
  4. Respect for people: Evaluators respect the security, dignity and self-worth of respondents, clients and other stakeholders with whom they interact.
  5. Responsibilities for general and public welfare: Evaluators articulate and take into account the diversity of interests and values that may be related to the general and public welfare.
