Refers to the participation of stakeholders in one or more components of an evaluation process beyond simply providing information. By being involved, stakeholders contribute to important decisions regarding planning, implementation and use of the evaluation.


Stakeholder involvement in evaluation is important for two reasons:

  1. It enhances the usefulness of the evaluation process and the results thereof;
  2. It advances values related to equity, empowerment and social change within the evaluation context.(Greene:2005)


If key stakeholders participate in determining the course of an evaluation, they are more likely to feel a sense of ownership of the process and hence more likely to find the evaluation useful and actually use the results and recommendations.[1]
