A Personal Development Plan can be described as a plan of action, which allows the person to set his/her own personal goals and identify the way to achieve them.

A Personal Development Plan can be centered on additional education; it can concern planning for retirement or personal goals not immediately related to the professional life, e.g. losing weight or starting to do sport activities.
